Evaluating the National Quality Assurance Framework (NQAF) in Adult Education in Greece: The Case of the Second Chance Schools

This attempts to present an evaluation of the National Quality Assurance Framework (NQAF) designed for adult education in Greece, with particular reference to the case of the second chance schools (SCS), using the experiences and perceptions of adult education practitioners and administrators. The NQAF, designed by the General Secretariat for Adult Education (GSAE), aimed at monitoring every adult education activity and all the adult education programmes run by the GSAE. One of these programmes is the SCS, which the paper focuses on. This is a flexible and innovative programme which provides individuals of 18 and over who have not completed the nine year compulsory education with the possibility of obtaining a lower secondary education certificate and of integrating into social, economic and professional life. The paper draws upon the written responses of SCS heads, teachers, adult educators, and administrators to the NQAF. Findings indicate a top-down approach adopted in the design of the NQAF; a lack of flexibility and properly trained evaluators and consultants; and a lack of consideration paid to the SCS’ special characteristics and to the traits of those to whom the SCS programme addresses.

Dr. Maria Gravani is lecturer in continuing and adult education at the Open University of Cyprus. She previously worked in the UK (Bristol University, University College London), in the Republic of Ireland (Trinity College), and Greece (University of Peloponnese, Hellenic Open University). Her research interests include: continuing and adult education, teaching and learning in higher education, ICT in continuing and adult education, teachers’ professional development, and open and distance learning. She has published in international peer-reviewed journals, chapters in books, and has presented her work in international meetings and conferences.
