C2E-Learning in Technical Education: E-Readiness of India
This paper reviews the e-readiness of India, in development and transition from c-learning to e-learning in context with technical educational scenario. The objective is: 1) To use learning technologies to enchance the quality and flexibility of learning. 2) To develop learning technologies to maximize cost effective use of staff resourses and expertise to support learning more effectively. 3) To provide a model of superior teaching practice in technical institutes.

Parminder Singh Reel received his Bachelor of Engineering Degree in Electronics and Communication (Barkatullah University, India) in 1998, Master of Science Degree in Telecommunications and Information Systems in 2005 (University of Essex, UK).
From 2002 to 2006 he worked with various organizations as GBN KiloForce Ltd, Essex Equipment Services and Sodexho Defense Services, UK. He is currently working at the Electronics and Communication Engineering Department, Thapar University, Patiala, India where he has been in post since June 2007, as a Lecturer.
He was awarded National Award for “Best B.Tech Project” and Certificate of Achievement for “Engineering Design” in 2002 by Indian Society of Technical Education, India for his project work at undergraduate level. In addition, he was also the recipient of British Chevening Scholarship for New Technology (2003-2004) by Foreign Commonwealth Office and British Council to pursue postgraduate studies. His research interest includes E-Learning, Multimedia Systems and its Applications, Image Processing, Biometrics, Video Coding & Watermarking.
