Evaluative Study of Community Public Partnership Schools Designed by the Government of Punjab in Pakistan

The main purpose of this study is to evaluate the performance of Community Public Partnership (CPP) schools run by the non-governmental organizations (NGOs)and individuals in the province of Punjab in Pakistan. The study was descriptive (survey) in nature. It was delimited to Girls Community Public Partnership (CPP) Schools of Punjab province. The sample of the study comprised of 50 principals, 350 teachers, 1250 students, 25 Officers of education department and 50 head of the NGOs. A mixed-method research design was used that includes: review of the documents, questionnaires for principals, teachers and students and interview protocol for Education officers and Head of the NGOs. The findings of the study revealed that objectives of the scheme were well conceived and schools have achieved the objectives; principals and teachers are qualified; most of schools are performing very well; some of the NGOs are running into financial deficit; students are satisfied with their study at these schools; some NGOs are facing some problems. It means that these schools has a bright future, therefore, it is recommended that this scheme should be strengthened and promoted and government should have a well directed and clear policy on private-public partnership. Private sector be involved in identifying and designing educational projects and trust should be developed between government and civil society organizations so that they invest into education confidently.

Ms. Zubaida Raees passed her Matric from Govt. Girls High School Chichawatni in 1966. She completed her F.A and B.A from Govt. College for Women, Sahiwal. She obtained Master Degree in Education from Institute of Education and Research, Punjab University, Lahore. She has been performing her duties as Principal in Government Islamia College for Women since April 27, 2000. She has 30 years of teaching experience as Lecturer, Assistant Professor and Associative Professor prior to joining as Principal. Ms. Zubaida Raees has acquired her professional expertise from various training courses of “Research Methodology”, held in Islamabad, Faisalabad and Lahore respectively. Her two publications “Ikhlaq-e-Iqbal” and “Aena-e-Ikhlaq” have added further accomplishments attaining 1st and 2nd prizes at National Level.

Naseer Ahmad Salfi

Mr. Naseer Ahmad Salfi is pursuing his PhD in Education from the University of Education Lahore-Pakistan. He has earned his Master in Education from the University of the Punjab with distinction. Presently, he is working as a headmaster in a Secondary School. He has published six research papers in national and international reputed journals.

Ashiq Hussain

Dr. Ashiq Hussain has been serving as Executive District Officer Literacy in District Nankana Sahib, Punjab-Pakistan. Recently, he is awarded the degree of PhD in Education by the University of Education, Lahore-Pakistan. He has earned his M.A in Urdu, Political Science and Education. The researcher has also done his M.Phil in Iqbal Studies. He has served against different administrative posts like, AEO, Headteacher in High Schools and the District Coordinator Officer for AIOU. He has published eight research papers in international and national reputed journals.
